Saturday October 1st with a rain day Sunday October 2, 2011

Aircraft must line up in launch order on ramp before briefing.

10:20 am  Racers at aircraft ready to start engines. We have to launch promptly at 10:30.

THE RACE
Has two categories:

1) Standard SARL event: Aircraft launched in speed order, fastest first separated by a set time interval.

or

2)  Efficency event:  Aircraft still launched in speed order but with a declared en route time and anticipated fuel burn to determine the margin of error with points added for the error to determine 1st, 2nd, and 3rd.  For every minute the pilot exceeds his time +1 point is added, for every minute under his time +5 points are added, and for every 1/10 of a gallon more used +2 points are added.  The pilot closest to ZERO with the least total points wins.

All aircraft results will submitted to the SARL in the standard SARL format.  So even if you are locally scored in the Efficency category those results will not be published to the SARL.

Flying will be VFR only with race minimums of a 3000’ ceiling and 5 miles visibility. On course minimum en route altitudes of 500 AGL or higher according to FAR’s.


All FAR’s are to be strictly adhered to.


QUALIFICATIONS
Pilots must be legal to fly and qualified to fly the aircraft they are racing.  Aircraft must be airworthy and in annual.  Copies of these documents required to be presented upon check in with INSURANCE PROOF REQUIRED.

Completion of a "Hold Harmless Agreement"

You do NEED to be a Sport Air Racing League member to race, $10 (allowable once per season) or $50 per year.  We encourage you to join for the year as the SARL provides the insurance for this event as well as the other SARL events.  It is all non-profit just for fun.

PILOT RESPONSIBILTIES
RSVP your intent to participate by email or phone by September 30, 2011.  No pilot will be turned away and entries will be accepted up until the start of the mandatory pilots briefing.

Ensure sufficient fuel is carried for flying the event and a safe reserve.  Ensure all FARS are followed.

ADDITIONAL CREW/PASSENGERS
Additional crew/passengers may be carried but only one licensed pilot is required and all occupants of the aircraft must sign a “Release of Liability”. 

BEFORE THE RACE

Check in as soon as practical upon arrival at the Lancaster (LNS) main terminal building.

Provide all required documentation and sign “Release of Liability” and pay fees.  Fuel and park in designated spot and have your aircraft ready for race start prior to briefing.   All pilot briefings are MANDATORY.  If you are not briefed you will not participate.


Preflight planning before the Race:

Learn your GPS system prior to race day.  Obvious programming errors can be dangerous using the wrong identifiers.  Other gotcha's to watch out include accidentally flying the course backwards after leaving the start line!  Be Careful.

Flying is a heads up activity looking out the window!  Heads down in the cockpit is dangerous!

FLYING THE RACE:
Line up in race order before taxiing to run-up area.  When race is about to begin you will be directed to line up behind hold line.   If unable to start as directed, you may go to the back of the line.  The Lancaster Tower will launch aircraft at approximately 30 second intervals.  When it is your turn to start you will be directed to cross hold line and take off.

The timer will start the race when you reach Deck Airport 9D4.


--Race Start -- 
@ Deck Airport (K9D4)

Turn One Info:   Cross Runway 1 numbers at  N40.347051 W76.328995 

Cross at a low elevation to allow your aircraft to be clearly identified.

Fly down the runway from the Runway 1 numbers to the Runway 19 numbers and climb out.  Depart K9D4 at or above 2000 MSL and remain at 2000 MSL for 9 miles flying southwest to avoid two 1900 MSL towers 2 miles to the west or right of course towards Turn Four Donegal Springs (N71).

CTAF: 122.8 advise K9D4 traffic of intentions to overfly

Note:  Five miles northwest of Deck (K9D4) is RESTRICTED R-5802 A, B, C, and D zones west of a controlled airport run by the Army call Muir Army Air Base.


--Turn One @ Donegal Springs (KN71) Airport

Turn One Info:  Cross Runway 28 numbers at  40° 5'33.24"N  76°34'9.87"W

Cross AT 1500 MSL to avoid Harrisburg (KMDT) Class C airspace above with a 2000 foot floor

Note: After staying high from the previous turn points departure to avoid the towers descend prior to Donegal Springs N71 to avoid the MDT Class C airspace

PARACHUTE JUMPING has been advised of our arrival but keep a look out for open parachutes

NOTE: South of Donegal Springs is the Susquehanna River.  All race traffic must remain EAST of the Susquehanna River to avoid entry into the Washington ADIZ.  Accidental or intentional entry into the Washington ADIZ is a national security incident and can be considered criminal.  STAY EAST OF THE SUSQUEHANNA RIVER TO AVOID THE WASHINGTON ADIZ.  Keep the Susquehanna off your right wing.



--Turn TWO @ Little Britain Airport (K79PA)

Turn TWO INFO:  Little Britain Airport (K79PA) is hard to find.  It coordinates are  39°47'26.07"N 76° 8'29.16"W

Little Britain is a grass strip.  Do not worry if it can not be found on the ground but do stay outside with your vision.

K79PA's purpose on the course is to keep all the race traffic navigating towards the Finish line on the EAST side of the Susquehanna River and clear of the Washington ADIZ and a nuclear power plant.



--Turn Three -- Cecil Field (K58M)

Turn Three INFO:  Flying down the runway from west to east R13.  R13's coordinates are  N39°34'32.00"  W75°52'24.53"W

CTAF: 122.8 Make a turn report 5.3 miles out crossing I-95.

58M is surround by 100 AGL high trees.  58M has a 647 MSL tower on the south side of the extended center line 3.5 miles to the west of 58M.  58M also has multiple towers located within the hanger structures on the north side of the runway.



--TURN FOUR @ New GARDEN Airport (KN57) Runway 9 Numbers

TURN FOUR INFO: Cross Runway 9 end number at 39°49'38.19"N  75°46'27.51"W

Cross at or above 1200 MSL for local noise abatement procedures and to see airport behind ridge line

CTAF- 123.05 N57 advise traffic of intentions to overfly

GLIDER ACTIVITY MAY BE PRESENT- UNPOWERED GLIDERS HAVE RIGHT OF WAY

Warning:  Airport name confusion possibility- Turn One is an the Uncontrolled airport named NEW GARDEN (N57) NOT the Controlled airport 10 miles to the Southwest named NEW CASTLE (KILG).

Warning: The PHL class B airspace is five miles to the east of New Garden (N57) airport.

--Turn FIVE @ Chester County Carlson (KMQS)

 Turn FIVE INFO: Cross Runway 29 numbers.  Lat/Long N39.977563 W75.856862 

Cross at or above 1800 MSL

CTAF: 122.7 advise KMQS traffic of intentions

Note: Ball park flag on sectional at Chester County makes it a VFR reporting point for traffic entering the PHL Class B.  Be aware of crossing traffic headed east towards PHL.

Note:  Airport identifier recently changed to KMQS from old identifier of K40N.  Check for data base error or out of date database info.

Just to the east of the airport is a large Coatsville Steel Factory


--Finish Line @ Deck Airport (K9D4)

Turn Three INFO:   Cross Runway 19 numbers at  40°21'23.44"N 76°19'48.83"W

Cross at or above airport elevation.  Depart K9D4 and climb to 2000 MSL or above and return to Lancaster (LNS).

AFTER THE RACE
Scoring will be done before aircraft return the landing airport of Lancaster (LNS).


Results will be made known as soon possible.  The awards ceremony will be at Lancaster (LNS).


PENALTIES AND DISQUIFACATIONS

-A 5 knot penalty for not following briefing or procedure instructions.
-Disqualification if Federal Aviation Regulations are violated.
-Disqualification if the timing line is not flown.

-If you are observed passing through the airport traffic patterns at a low altitude you will be disqualified.

-Safety maneuvers will not be penalized.


Additional Information
1.  You will be racing against the clock, not another aircraft.

2. All aircraft must pass outside of the turn points.

3. Racers must cross all point points at least 1000 ft AGL.  Heads up for non-race traffic. The airport turn observers will help with traffic information on receipt of your overflying approach call.  If you are observed passing through the airport traffic pattern at a low altitude you will be disqualified.

4. The race runs counter clockwise from start to finish. Entrants will be started according to the Race Speed stated on their  entry forms, fastest first. This start order is used to prevent passing.  However, if any event occurs so that a racer needs to  pass the aircraft in front of them, they must pass on the outside of the course – this would be the left side of the aircraft being passed. The passing aircraft must maintain visual contact at all times! Remember the FARs state that the aircraft being passed has the right of way.

5. Make your calls crisp, clear and short, to keep radio traffic to a minimum.

6. Perform cool down as necessary flying from the finish line at Cecil (K58) to the southeast towards the landing airport of Summit (KEVY).

7. As stated, all FARs must be observed during the race. In particular, the minimum safe altitude FAR bears review:
 Sec. 91.119 Minimum safe altitudes: General. 
Except when necessary for takeoff or landing, no person may operate an aircraft below the following altitudes: 
(a) Anywhere. An altitude allowing, if a power unit fails, an emergency landing without undue hazard to persons or property on the surface. 
(b) Over congested areas. Over any congested area of a city, town, or settlement, or over any open air assembly of persons, an altitude of 1,000 feet above the highest obstacle within a horizontal radius of 2,000 feet of the aircraft. 
(c) Over other than congested areas. An altitude of 500 feet above the surface, except over open water or sparsely populated areas. In those cases, the aircraft may not be operated closer than 500 feet to any person, vessel, vehicle, or structure.

Approaching New Garden Runway 9 Turn Point -- As you can see it is hard to find as a ridge line obscures the airport from sight at the approaching 1800 msl angle.  This photo was taken at 1800 MSL which is 1000 AGL.  The Runway 9 threshold is visible with the T-hanger visible at the far end of R9 if you know what you're looking at.
